A single judge bench of the Rajasthan high court has ordered an ACB inquiry into the suspicious tender allotment process for supply of speed governors in RSRTC.
The order came on a petition filed by one-time successful bidder M/s Rosmerta Autotech Pvt Ltd. The petitioner was the lowest bidder in the first round of tender process for which last date of submission of bids was April 2, 2013.
It was alleged in the writ petition that RSRTC opened the bid again and price quoted by the petitioner was disclosed. One M/s GRL was also an unsuccessful bidder but in order to favour the latter, RSRTC cancelled the tender process of April and issued a fresh e-tender in May 2013.
Justice Alok Sharma while directing a status quo order on the new tender process, observed: “In my considered opinion, the reasons for cancellation of earlier bid was suspicious. There was no ground to call afresh for bids for the same product with same specification within a couple of months giving the bidder in the earlier tender M/s GRL an opportunity to quote lower price and come back into reckoning for supply of cable based speed governors to RSRTC.”
“I am thus of the considered view that the fact of case make out reasons enough for the Anti Corruption Bureau for holding a preliminary inquiry. Copy of order be sent to ACB for action,” said Justice Sharma.
