Union ministry of rural development take a forward step in lifting rural areas livelihood by providing Rs 398 crore to impart skill-based training to one lakh BPL rural youth in Rajasthan.
“Rajasthan was the first state to establish a mission for livelihood to address the challenges of unemployment and provide sustainable employment. The Rajasthan Skill and Livelihood Development Corporation (RSLDC) in the past 1.5 years has trained 50,000 youths in various service sectors like hospitality, security guards, construction, retail, paramedical etc with state funding. We have now received financial support from the union ministry under the ‘Aajeevaka Skills Development Programme’ (ASDP) as part of National Rural Livelihood Mission Programme (NRLM). ASDP aims to train rural BPL youth and provide them with jobs having regular monthly wages,” said Rajesh Yadav, managing director, RSLDC.
The initiative seeks to train 50 lakh rural youth across the country during the 12th Five Year Plan period. The short employment-oriented courses are custom-made with many other states looking at emulating the pattern.
“The target group for ASDP is poor rural youth in the age group 18-35. For those with disabilities and for those who belong to Particularly Vulnerable Tribal Groups (PTGs) the upper limit is 45 years. The poor however will be identified by a process called Participatory Identification of Poor (PIP) which is an important component of the NRLM strategy,” said Yadav. In addition to these, youth who have worked as labourers in MGNREGS work sites for at least 35 days in each of the previous three years will also be eligible even if they are not in the BPL list, he said.
So far, 112 companies have applied to impart skill-based training, said Yadav. At the moment, RSLDC imparts 90 days training depending on the course but the ASDP course would be three month training programme on a particular skill with soft skills, English and information technology (IT) as added skills. Soft skills would include reading, writing, speaking, team work, learning, work ethic, financial literacy, time management etc. Besides, there would be retention tracking for all ASDP interventions for 365 calendar days.
But all would not wind up just with the training and placement. RSLDC would hand hold the youth by setting up Migration Centres at various locations. The centres will facilitate with activities such as alumni support, accommodation assistance, counselling services, periodic get togethers and networking events with employers, local newsletters, coordination with local civil and police administration etc
According to an estimate, India has the capacity to create 500 million skilled and certified technicians by 2022. By 2020, India is also expected to have a surplus of 56 million youth while the rest of the world faces a shortage of 47 million.
