CPI-M’s MLA from Sriganganagar’s Anupgarh constituency Pawan Duggal has been booked for attempting to murder policemen, arson and destroying public property.
Duggal was a private school teacher and had risen to prominence in the local area following his active participation in the agitation. He contested assembly elections from Anupgarh constituency in 2008 assembly elections and won.
According to a senior police officer, the farmers had demanded more water from the Indira Gandhi Canal. They subsequently turned violent on October 27, 2004 when they clashed with the police on an overbridge near Gharsana. A mob went on to torch several government offices. An FIR had been registered against some farmers identified as Resham Singh, his son Bittu and one Mahendra Singh along with 1,000 others.
During investigation, Duggal’s name was also included in the FIR. After he became an MLA, the case was handed over to the CID, CB branch as the local police cannot investigate against a sitting legislator.
The police headquarters ordered arrests of identified accused in the case in January this year following which Resham Singh, Bittu and one Mahendra Singh were arrested three months ago.
SP, Sriganganagar Santosh Chalke told TOI that the MLA was been booked under sections 307, 332, 353, 149 of IPC and sections of the Prevention of Damage to Public Property Act.
