Police file fir against ex-army commander for alleged cheating and forgery

Rajasthan Police have registered a First Information Report (FIR) against Lt General KT Parnaik (retired) ex-Army commander for 'faked his address to claim government land'

A Mail Today investigation on January 26, 2013 revealed that Lt General Parnaik, the then Northern Army Commander, had allegedly falsified his residential address to claim free land from the Rajasthan government.

On August 7, Bikaner police registered an FIR against Lt General Parnaik under Sections 420, 467, 468 and 471, IPC sections dealing with cheating, forgery and using forged documents, to claim 25 bighas of agricultural land (roughly 12 acres) in Mohangarh village, Jaisalmer.

Lt General Parnaik had received the land for being awarded a Yudh Seva Medal (YSM) during Operation Parakram in 2002.

The Rajasthan government offered the land to gallantry award winning soldiers who were domiciles of the state. The general’s father owned a house in Jaipur until 2002 when he sold it. Between 2003 when he applied for the plot and 2009, when he finally took possession of it, Lt General Parnaik continued to list the old address as his own.

In 2009 and 2010, he listed a new address as his own in a sworn affidavit to the Rajasthan government’s land and colonisation department in Bikaner.

Lt General Parnaik who retired from the army in 2013 has termed it a ‘clerical error’, that he had entered the details ‘by mistake’ and was a domicile of Rajasthan when he received the UYSM in 2003.

The FIR was filed by Pushpendra Singh Shekhawat, the son of a deceased Subedar Major Rajendra Singh Shekhawat.

The soldier, who was from Lt General Parnaik’s Rajputana Rifles regiment, died after suffering a brain stroke in a military hospital in Delhi on July 2, 2012. His family alleges that he was harassed after his retirement in March 31, 2012 for speaking out about the land allotment.
